Renfrewshire Council – Tackling Poverty and Social Rent Affordability

Anna Evans Housing Consultancy was appointed with Mandy Littlewood and Andrea Paterson to analyse landlord rents data, undertake income modeling from the Scottish Household Survey and analysis of other data on fuel costs, Council Tax, etc. to build a whole housing cost budgets, based on a Minimum Income Standard model.

The project also included a social rent review and comparative research on poverty alleviation initiatives in the social rented sector. The work involved analysis of rent affordability for every individual property across full property datasets of 6 social landlords in Renfrewshire including the Council and five RSLs comprising over 18,200 stock.

This work has informed the Council and the RSLs around the affordability of the social housing stock in Renfrewshire, and about leading poverty alleviation practice across Scotland and the UK.
